Abstract

This study examines the effectiveness of Apron Movement Control (AMC) supervision in enforcing Standard Operating Procedure (SOP) compliance for vehicles and Ground Support Equipment (GSE) at Sultan Aji Muhammad Sulaiman Sepinggan International Airport. It also identifies factors associated with violations and develops operational recommendations. Using a mixed-methods approach, the research combined observation, structured interviews, documentation, and a four-point Likert questionnaire administered to 31 ground handling personnel. Quantitative analysis included validity and reliability testing, correlation, simple linear regression, the coefficient of determination, and significance tests. Field observations revealed unroadworthy equipment, expired safety equipment and access cards, malfunctioning lights and brakes, worn tires, missing company identification, and hydraulic leaks. Supervision had a moderate positive correlation with SOP compliance (r = 0.432; R² = 0.187), accounting for 18.7% of the variation in compliance. The regression test showed a statistically significant association (p = 0.01498871), while operational, maintenance, procurement, budgetary, disciplinary, and enforcement factors were also associated with compliance. AMC supervision should therefore be supported by regular inspections, preventive maintenance, training, digital monitoring, and consistent sanctions.
