Abstract

This study aims to assess the need for High Angle Rescue Technique (HART) competencies for Airport Rescue and Fire Fighting (ARFF) personnel in supporting safety at Kualanamu International Airport. Through observation-based qualitative methods, in-depth interviews with ARFF Chief, Team Leader, as well as supporting data from questionnaires on 50 personnel, it was found that the majority of ARFF personnel considered HART competency very important to support the effectiveness of evacuation in high altitude areas. However, the main limitations are the lack of training frequency, lack of facilities such as full body harness, pulley, and rescue stretcher, and the absence of standardized HART training SOP/modules. Gap analysis shows that training and equipment have not met the ideal needs according to national and international standards. This study emphasizes the need for structured and continuous HART training, additional equipment according to standards, and strengthening internal regulations so that HART competence becomes an obligation of all ARFF personnel to improve preparedness in emergency conditions at altitude.
